“Room above a pub”

I'm struggling to see how this can be classed as a hotel. My room was 3 flights up a small stair case with no lift or assistance, across the road from the small reception desk in what is no more than a bar in middle of a busy drinking street. Room was the most basic I have ever stayed in. It seemed clean but decor and furniture were worn out and to a very poor standard. This maybe ok for 2 or 3 lads looking for accommodation on a stag weekend but not suitable for any business trip or any families. The location is right in middle of busy pub and bar area so it is very noisy untill after 3am. Some people will love this but not if you have children.
