East El Paso, the fastest growing area of El Paso, lies east of the Franklin Mountains which basically divide El Paso into two sections. Fort Bliss, in the eastern section, is one of the largest military complexes of the U.S. Army, with training areas extending north into New Mexico. El Paso, home to the University of Texas at El Paso, stands on the Rio Grande River, across the border from Mexico.
