The late Manuel Lepe's 1981 mural depicting Puerto Vallarta as a fanciful seaside fishing and farming village hangs above the stairs on City Hall's second floor. Puerto Vallarta's most famous artist, Lepe is known for his blissful, primitive-style scenes of the city, filled with smiling angels. The tourism office is on the first floor.
