1. at the time of checking in at the reception: they make me wait for one and half hour because they say the booking is made without payment. i tried to convince them to proove the source of the booking from their side but they did not want to bother. they were rude. when they accepted to proove it then they confirmed that i had the booking, and they did not apologise for that. 2.inside the room: bad sheets. bad towels. they dont change everything that should be changed correctly. they were very rude. this was a low class broken five stars hotel

Safir Heliopolitan is a disappointment (a 2* hotel with poor service)
The Safirs self-description as a 5-star hotel is a very misleading exaggeration. The Safir is a 2-star hotel, by most standards. The "Double Deluxe" room was not clean (stained wallpaper, carpet, linens, the room was dusty and the balcony was unusable as it apparently had not been cleaned in some time). The "flat screen" TV is indeed a flat screen, but a small bulky flat screen atop a dusty dresser. The bathrooms are tiny and there was visible mildew on the tile and shower curtain. The Safir did not honor a booking of a non-smoking room, and when staff was informed that the booking was non-smoking, we were informed very dismissively that all non-smoking rooms were already occupied. Staff was neither professional nor helpful. Absolutely not worth the money. You would be better off at a 3-star at 3-star prices, or a clean 5-star for more money. The Safir touts its location, but location is not critical as Beirut is relatively small and a number of hotels are clustered in the desirable parts of the city.
