HORRIBLE. A total scam
This is NOT a 4-stars hotel: its dirty, staff is rude, protitutes outside, overall feel that its a type of a hotel that "rents rooms by the hour". Impossible to believe that with all the European regulations it is rated 4-stars: by comparison to Villa Opera Drouot, Motel 6 would be a luxurious and clean lodging.

A hint of luxury in 9th arrondissement
We had a fairly generously-apportioned room, pleasantly furnished with a large double bed. It was hard to shower without splashing the whole bathroom. The air-conditioning doesnt work, and our polite complaint was met with an offer to transfer hotels, which we did not want to do as our baggage was substantial. The next day, however, a portable fan was installed in the room. Most of the staff were helpful and friendly. The advertised bar was stocked with mostly empty bottles and was presumably there to gain an extra star in the ratings. I would recommend it at the Expedia rates, but definitely not at the rates posted in the room!
Traveler's tip on local attractions
Neighborhood not chic, but interesting, with some decent restaurants. Check out the passages, with great bookshops and a fabulous patisserie, Valentin, in the Passage Joffroy.

A bientot!
My stay at the Villa Opera Drouot could not have been more pleasant. Located just a short walk from the opulant Opera Garnier, Palais du Louvre, and vibrant Montmartre, V.O.D. is a welcoming and charming little hotel that really captures the essence of the city. The multi-lingual staff is more than accomadating-they even lent me with an electricity adapter when mine didnt work. They rooms were clean and spacious, with tiny balconies overlooking the Franprix (best place for grocceries) and Folies Bergere! The elevator and hot water were fully functional and each room had WiFi and though overpriced-a minibar (with a great selection.) It is open 24-hours-so although you must leave your key at the front desk, you will never be locked out! I will definitly return to the V.O.D. on my next stay in the Opera district.
Traveler's tip on dining
I think there are certain little cafes tucked away all over paris that just sort of call to you. Everyone has to find their own. However, I will tell you there are some great finds in the Latin Quarters and of course, artistic little dives up in montmartre ; )
