Deserves top marks.
I have stayed at this hotel twice this year. Both times I arrived early from overnight flights and was able to check in early. The location is fantastic - close to the sights and the nearby Luxembourg Gardens are a great place to sit, relax, eat a pastry, go running, people watch, etc. The free access to internet to keep in touch is also a nice feature at this hotel.

Quaint French hotel in quiet area
Le Relais Saint Jacques is located on a quiet side street near the Luxembourg metro station and the Jardin du Luxembourg. It is very French. The staff is friendly. The room was VERY small. We had to keep some of our suitcases on the floor, and there was no iron. The bed was uncomfortable. The air conditioning did not cool the room down adequately. We stayed 2 nights in this room and then switched to a bigger, more expensive room, in which the AC worked well. The breakfast is expensive and not worth the money. You can use the computer free to check your email. The lights are turned off in the hallway until the elevator door or room door opens. This hotel is really 3.5 not 4 star compared to 2 other Parisian hotels we stayed in on our vacation.
Traveler's tip on getting the most out of your stay
If you stay at this hotel, get a big room so the AC will work well. Get a croissant, pain au chocolat, or beignet for breakfast at a local boulangerie/patisserie. Check out the lovely Jardin du Luxembourg nearly. Montparnasse Blvd. also has many restaurants nearby that are open late in the evening. For the metro buy 10 tickets which costs the same as 7 bought individually.

Great Hotel, Great Location, Would recommend to all
Hotel was very clean and modern. Rooms small by American standards, but very comfortable. The in room refrigerator and safe were a plus. Liked the idea that the windows opened to get fresh air. Only a 2 minute walk from the B RER train (to CDG airport). Quiet neighborhood, but all the amenities close by. Less than 10 minute walk to Latin Quarter. All staff members spoke English.
Traveler's tip on getting the most out of your stay
Recommend going to the grocery store 2 blocks away for drinks and 2 blocks to the patisserie for great breakfast rolls and breads. Good Italian cafe on the Rue Gay-Lussac 3 blocks toward Notre Dame.
