Good value for money
The hotel is conveniently located about 50 meters from the water front with dozens of restaraunts and internet cafe nearby; there is even a convenience store across the street. The rooms and hallways are comfortable but not "high end." Its got the comfort of a 3 star hotel, nothing fancy. But for the price and location, its a super bargain. The hotel staff are very friendly and helpful.
Traveler's tip on saving a few bucks
Don’t pay for the organized tour bus, the city busses go to the same locations for 1/10th the cost. For return to the airport, leave an hour earlier and take the bus, you’ll save about twenty Euros on the cab ride.

Good value, convenient location
The Windsor is a good value for budget minded travelers, who aren’t expecting fancy accomodations. The staff was very friendly and helpful, hotel was very conveniently located and clean. Room was small, and no frills, also hallway configuration and tile floors made noises echo. Breakfast was at the "corner" restaurant, which is connected to the interior of the hotel via elevator. Plenty of food choices, but mainly standard fare. If you’re looking for a good base location in Malta, and aren’t concerned with "extras", the Windsor will satisfy the basic needs with a smile, and be kind to your wallet.
Traveler's tip
If you’ll be in Malta, and touring around for a week, buy the 7 day bus pass. It’s easier than searching your pockets for the correct change, and very convenient to use the public transportation to most villages on the island.
