Was not impressed
First of all finding it was extremely difficult from outside looks like big old building and not a hotel. The staff on duty was very friendly however the elevator was very old the type you have to pull the door across to open I was scared to use but had luggage. The hotel is older and has small halls room was kind of dingy but bedding was comfortable and clean, the bathroom of my room had holes in wall by pipes which caused me concern was hoping no rodents came in but i saw only a roach while in the shower that didnt make me happy at all so i would not stay there again. Now if you on a budget and have to stay in downtown Philly you may not have a choice the price is right and parking is cheap and right across street.

Nice location, but needs an overhaul.
Pros: Location was handy, in the old city core close to town hall and many interesting pubs and restaurants. Breakfast is included (more on that below*). Staff were very friendly. Free wifi. There is cable tv, but the few channels seemed to be duplicates of each other. Cons: My room was cramped, noisy (fridge right beside the bed), and needed an overhaul. The shower control was loose -- showers were way too hot or way too cold. I asked them to tighten the screw my first day, nothing was done over three days. There’s a handy safe in the closet, but its battery was dead so I could not use it. The walls & ceiling of my room and the corridor had been partially replastered, and still had spot priming, apparently from many months ago. There was no way to control the heat & I had to leave the window ajar to make it habitable. * The included breakfast is strictly continental: hard-boiled eggs, cereal, bagels, donuts, juice, and coffee/espresso from a large machine. After several days, it becomes quite dull. The elevator is small, and ancient, but quite serviceable. I tend to use the stairs, but on my departure day, when I was in arush with all my bags, I had to give up waiting for it. It turned out one of the staff had it stalled on the ground floor for no obvious reason. Summary: I would not stay here again. I wanted a basic boutique style hotel, with a nice, older atmosphere and breakfast, for a reasonable price, but this was not it.

close to Independence Hall
Mom is in her early 70s and was able to walk to and from this hotel to Independence Hall. Although, we did use our rental car to go get a Philly Cheesesteak :)
