Not a comfortable stay at all

Was recommended to stay here by someone who stayed 5 years ago. Here's a snapshot of my experience. Entered hotel; waited a while for the elevator (only one working); made my way to the 5th floor; heard "loud noises" from the room directly across from me; tried to enter my room but key card didn't work; had to lug all of my bags back down to the first floor to get the key card rescanned, (yes I thought about asking for another room but I thought the 'noises' would stop soon); got in to room - definitely NOT a 4.2 star room; stains on wall, spots on carpet, sticky substance around the night stand, and a spot on the sheets. At this point I should have asked for another room but it was 9pm and I was exhausted. The next night after work, same experience with key card. Had to go back down 5 floors to have it reset. Luckily the 2nd elevator was working today, however there was a line of about 5 people waiting at the front desk with only one employee. There was another employee, I believe a manager, in the other room who didn't come out to help for 10 minutes. Very frustrating when all I needed was a rescanned key card. Unfortunately I booked this same hotel for my returning stay next week, and was told there was a no cancellation policy. Given the circumstances, expedia called the hotel to see if it could be cancelled. They still insisted their policy was to charge me one of the two nights. Expedia rep offered a partial credit to cancel but still unhappy with hotel policy.
