A very cold room, double charging

When we came to this hotel the staff was totally unable to understand english - only chinese, so we had to communicate in written form using their pc and a local "google translate" analogue (which worked quite well, though).
We had a problem with our booking: they said that there was a glitch in the system and they didn't receive any booking info (but I've received a confirmation email from expedia a day earlier!) and even weren't expecting us to arrive and insisted on us booking the room right away using cash. The money used to book the hotel are still frozen on my visa card.
When we came to a room (double twin), it was very very cold in there, so we slept together in one bed with our clothes on (excluding coats, of course) using the blanket of a second bed as a second layer of blankets.
In other words, it was terrible.
