2 Night unpleasant stay

Upon arriving Hualien,despite the heavy rain,we reached the hotel 3.5hours earlier.We checked with the receptionist if we're able to check in earlier.We don't mind paying more to have an early checkin as we're really tired after 12hours of flight and train ride.The staff claims the room was not ready. Initially,we're alright with it because we understand that it's too early.We then headed down to the restaurant for lunch.We took our time & went back to the reception counter,hoping we're able to checkin at 2.15pm.The staff claims that we couldn't checkin between 12-3pm & will inform us if the room's ready.We understand&continue waiting at lobby. Around 2.30pm,there were other travelers who arrived & was waiting at the main lobby.At 3pm sharp,we went over to the counter again.We found that they're attending/arranging rooms for other travelers who arrived later instead of us.We were really disappointed.It was also my partner's birthday the next day.We waited for 3.5 hours for the room to be ready.
Knowing that TarokoPark is not accessible on the next day due to typhoon,we would want to visit other attraction locations as this was the 1st visit to Hualien.We approached the receptionist&took up a 1day tour.The driver covered only afew location on the agenda.
We asked the receptionist if there'll be a cancellation of train due to typhoon to TPE the next day.She replied if there's a cancellation we'll be informed.Unfortunately,we was not informed&we wasted 1fullday to reach TPE.
