My friend and I stayed at this hotel for one night. We stayed on the 8th floor and were impressed with the size of the bedroom - two full size beds, huge bathroom, TV, fridge, and complimentary water, coffee/tea. The staff was very courteous. Their English is limited but the receptionist was very nice. As for the complimentary breakfast - I find it adequate, probably better off if you went out to feed yourself, it was definitely more suitable for the East Asian population.
The stores around the hotel closes very late. There's a bank atm right next door. The night market isn't that far of a walk, about 10-15 minutes depending on your pace. Easy to get to.
Also, I took a taxi to the hotel, it's about 230 Taiwan dollars, about $10 USD.
