Nice hotel but customer service

When we checked in we learned that dinner was not included in our hotel price. We were told that we can "upgrade" and include the dinner in the price. We decided to do so and asked them to bill our room.
However when we went to the dining hall, we were told that the upgrade did not show up on our account and we should pay for the dinner. We asked them to bill our room again. While we were dining,
we were presented with the bill at the dining table. The bill was almost twice the amount of “upgrade” option we were offered before. We had to go to the reception to resolve the issue. After 20 minutes, the issue was resolved but by then, we had lost our appetite. On top of this, except to present the bill, no body showed up at our table neither to clean our table nor to take drink orders. We had to put the dirty dishes on another table.
I would have expected a more professional customer service from them.
On top of this, we had two rooms and they were supposed to be non-smoking rooms. One of the rooms had a strong cigarette smoke smell. Since they didn't have another room on the same floor, we couldn't change the rooms either.
I don't know if we were unlucky or not but based on my experience, I would not recommend this hotel to a friend.
