Screwed Up Our Room, Shady Staff.

When we checked in, they told us that we had selected "either or" for whether we wanted a Smoking room, when we had in fact booked a Non-Smoking. She told us that we could either choose a Smoking with a king bed, or a NS with two single beds.
Only one of us smokes (though never indoors), and we knew it would be gross, but we decided to try a Smoking room with the king. We get upstairs, figure out that the Smoking room is unbearable (even for my girlfriend who is a smoker), and realize that it was two single beds. We go downstairs to see what happened, and it turns out that she decided to give us that room for the view???
Keep in mind that I'm not the least bit rude to this person the entire time, and while I should've gave her crap for taking the liberty of giving us something we clearly didn't want, I ignored this and said "ok, well we'd like a NS with two singles at this point if that's all that you have." It had been all but 15 minutes since we had first arrived, and she's now telling us that there all no NS rooms available. I ask her what we our options are, and she tells us that the only NS rooms are suites, but we'd need to pay for the upgrade...
This is when I start to start to lose my patience, and tell her that we may need to book elsewhere. She goes in the back to talk to her manager, and says she managed to convince her to upgrade us for free (am I wrong for expecting them to do this? This was their mistake!)
The next morning they try to charge us for the upgrade!
