We had to take a quick personal trip to Mexico and I booked The Paragon based on location, reviews, and price. The hotel turned out excellent. Both rooms--a king and a queen--were spacious, clean, and well-furnished, with very comfotbale beds and pillows. Hotel staff was courteous and attentive throughout. The gym was small but effective for a quick workout. The hotel restaurant was decent enough, but there were hardly any people there (seems it caters more to mid-week business people) and service could be a little slow. You can valet or self-park daily for a fee. A note for TOURISTS: The Santa Fe neighborhood is to the west of the city and note close to any attractions per se. Commuting back and forth to hotel could be a challenge (perhaps 1+ hrs to downtown w/ bad traffic). We flew into the Toluca Airport, also west of the city, and getting to the hotel was no problem once we rented a car and took the toll road. I would definitely recommend, but be aware of its location and how that could impact your plans in the city.
