Expedia VIP Upgrade Revoked

I got the free VIP room upgrade available for Expedia Gold+ members on my first night of arrival at this hotel. The following morning, I was informed by the hotel manager named Rossella Rao that in order to stay in my upgraded room, I had to pay extra for that room because they had to "move things around" to make it available for me. When I told her I would report this to Expedia, she changed her words saying the upgrade room was not available and that was what they should have told me in the first place. I was then downgraded to a smaller room. deceitful management.
