Hotels.com didn't book non smoking room as request

I had booked a non smoking room about two months or so before my arrival. When we checked in the manager mentioned that hotels.com had booked a smoking room. He mentioned it had happened to three other rooms that guests were expecting non smoking rooms.
Hotels.com simply booked whatever was available for that rate w/o regard to checking is smoking would be acceptable to the guests!

We apologize that we were unable to change your room to a non smoking room due to unavailability of a non smoking room.
