Not a 4.5 star hotel - But manager is nice

This is the first time we decided to book via VIP access program with a hotel that's not a typical name brand such as Hyatt, Hilton or Marriott. It has a 4.5 star and the pictures online look clean and decent. However, much to the contrary, we were a bit shocked when entering the lobby as it looked much smaller and less clean.
The disappointment started at check-in, when a staff named Elizabeth badly communicated the room availability and made us wait more than 4 hours. Once we got into the room, the room amenities were limited but later on the staff did try their best to provide what we lacked in a prompt manner. There were also some issues with hot and cold water, as well as security, but later on the manager tried her best to resolve the problem and upgrade us to a better room that has better facilities.
We stayed for only two days but the overall experience was way less than the 4.5 star (3 star at best). One thing good about this hotel is the location.
The staff are not well trained enough to provide good customer service that matches a 4.5 star.
