Check your Hotel Bill when you get Home

During check in I was asked to submit my credit card for possible incidental charges. No Problem this is Typical. I paid in advance for my hotel thru Expedia, Great Job, I paid for my daily parking rate and tax per day for $ 8.64 for two days, and received a receipt. When I got home I see two incidental charges for $40.00 and $20.00 on my charge card, although I did not purchase anything. I was told that these are projected incidental charges that this Hotel places on your charge card, and if they see you did not make any the charges are dropped 2-5 days or 5-7 days later.
This policy was not explained to me during my check-in and I inly received one receipt for my parking, If I saw these charges, I would have demanded an explanation. I hate people playing with my money or my bank accounts. By what legal authority does Marriot have the right to make projected charges that were never made.
