Like sleeping in a refrigerator

I checked in at 1am due to my flight being delayed. I realized right away this was not the place I thought I had booked (which is a Snooz Inn a few miles down the freeway.) This Snooz Inn is very sketchy looking, and all room entrances are from outside. It didn't feel safe. I asked the front desk clerk if I could cancel my reservation and she said no, so I checked in. I only needed to get a few hours sleep.
When I got to my room, it was FREEZING. It was 22 degrees outside, and I'd be surprised if it was over 50 degrees in the room. They had completely shut off the heater in the room. By the time I got the heater going, I was freezing. The air coming out of the heater was luke warm and was not making much of a difference to the room temp. I took a hot shower to warm up, but the bed itself was so cold, that I was immediately cold again. The mattress was like a block of ice, because it had been in this freezing room, who knows how long since they last had the heat on in there. By this time, it was 2am and I just needed to sleep, so I put on my down jacket, slippers and a beanie. At least the sound of the heater on full blast all night was enough to drown out the sound of the freeway. I got up at 530 and the room was a comfortable temperature. I keep my house at 65 and turn it down to 60 at bedtime, so I'm not someone who's just always cold.
Also the phone didn't work and the continental breakfast hours are very limited, 7-9.
The shower was great, seemed recently updated.
