Great location, service spotty

Three night stay. I regularly travel to Shanghai, the hotel I usually stay out was booked out, so I thought I would try something different. A plus that I got a suite instead of a standard room, and I liked that the hotel is smaller and potentially homier. Location is great, right on the Bund.
The "hardware" of the hotel is good. Starting with the suite itself. A "city view" suite, it nonetheless offered a partial view of the river. It was roomy and attractively furnished with a large bathroom also with a window. Comfortable bed. Common areas also nice, with a decent breakfast room and also a lounge.
But the "software" of the hotel falls short. No prior notice but the fitness center was closed for repairs with no alternatives having been arranged for guests. Power supply in the suite needed to plug in computer and mobile phone was out of order and needed to be repaired. Toilet in the suite ran on and needed repair. Breakfast service so-so at best. Supposed to start at 7 am but even at 7:20, was not fully set up. Coffee machine all three mornings flashed "CLEAN" but hotel staff insisted cleaning was not needed. Front desk staff were efficient enough but did not demonstrate the kind of service attitude typical of a boutique hotel. Overall feel was that the hotel was planned for and opened by an experienced international hospitality group and then taken over by its local owner trying to save money.
