Decent hotel in decent part of town

Check in is 3pm. I arrived at 1:30, and was told the told wasn't ready, and to come back at 3. We came back at 3:15, and was told they still weren't ready. Over the next thirty minutes, people piled up in the lobby because rooms weren't ready. Instead of taking names and calling people back up in order as rooms were available, it devolved into a free for all. Finally, shortly after 4pm, our room was ready.
The lack of management presence to deal with the issue and make sure people were taken care of in order was ridiculous. I was given an excuse that they were fully booked the night before. It's a hotel. You know in advance you are going to be fully booked and should staff accordingly, or change your check in times.
