Noisy, noisy, noisy and unwelcoming staff

Small staff with limited communication capabilities (all but one) and no personality for hospitality industry. They never introduced themselves, and we were never certain to whom we should be consulting for service. At times, they were helpful though it always seemed like we were interrupting their day by asking for something. In short, we didn't feel we were welcomed by the staff, just tolerated by them. When in need of travel support, the service by the front desk/hotel manager lacked competency. We had a car and directions lacked specificity. Left and right were constantly confused. The best advice we finally received on our last day was to follow the river to go into town. The hotel was clean, and I compliment the housekeeping staff. We were located several floors above ground level. The combination of being next to the antiquated and noisy elevator, street noise, and the open, spiral, marble staircase, eliminated any opportunity for restful sleep. Conversation from the staff on the ground floor to conversation from guests on the top floor echoed in the area. Some amenities not as promised. Cooling system was efficient. Safe was not attached and instructions for use were absent. Breakfast menu was heavy on dry, baked goods which were covered by a napkin each day to be kept for service the following day. Fruit was mushy, tasteless apples. Eggs, made-to-order. Hairdryer, refrigerator. 3X3 shower. Flat pillows. Wifi never worked in the room.
