Potentially great hotel that lets itself down

I arrived at Xi'an Station at 1:30am after travelling from Pingyao by train with 4 other family members. We were completely exhausted and were happy to see that the hotel was only a 3 min walk from Xi'an Train Station. Despite the late hours, the nearby streets were still lively with many street eateries still open, and what appeared to be "ladies of the night" attempting to liaise with late arriving travellers. These observations instantly gave me a rather poor first impression of the local area. The hotel lobby was beautifully decorated and looked quite inviting. Unfortunately, the staff at the check-in counter were incompetent and quarrelled among themselves over procedural issues, taking nearly 1/2 hour to complete our check-in. We were unimpressed. Sure enough, while waiting for our rooms to be allocated, a man and who appeared to be a prostitute also turned up (with no luggage and no reservation) to check in...
The business suite I was in was very spacious with high quality furnishings. The bed was very comfortable, which provided the much needed sleep before we checked out the next day to continue with our travels in Xi'an. Checking out was just as painful as checking in. The staff made no attempt to complete our check-out before dealing with queue-jumping enquirers at Reception. We were almost charged twice for our accommodation.
In sum, this hotel has good potential to be a great hotel, but its staff and some of its clientele largely let it down.
