This piece was done by a French artist named Jean Dupal. The newly elected mayor of Tbilisi vowed to have this structure removed as soon as possible. He claimed that the structure didn't fit in at all with the decrepit Soviet-era structures in the area.

After a considerable bit of protest on social media, plans to remove this structure look to have been delayed - though I wouldn't be surprised if this structure is removed in the middle of the night at some future point.
