Excellent option for business travelers.
The design, condition, layout, and overall quality of the accommodations are nothing short of remarkable given the price-point. The staffing is minimal, but very pleasant. This is not a full-service hotel, but rather serviced appartments. So it's hard to fault a 24 hour attendent ready to answer questions, good daily cleaning, and prompt reception on the telephone. The rooms are very attractive and well outfitted. It basically looks like a good 3 1/2 star business hotel in Western Europe or the US, with linnens and beds that are a bit closer to hostel quality. But again, it's 30 euros/night. One shouldn't expect 1200 thread count sheets. They have free wifi that actually functions, large desks, and a lot of english-language cable channels available. As such it's great place for staying up late and pouring over a spreadsheet or emails.
The location is a bit odd. It's near the bus terminal and very easily walkable to the center of town within about 15 minutes, but my Nis-native friends and colleauges make fun of me for staying near all the gypsies. Nothing too bothersome in terms of noise or safety concerns--crime in Nis is actually low to moderate--but noteworthy.
Overall, I'll be back and would highly recommend them to anyone who's willing to trade a bit of location for a very pleasant environment and a great value.
