I'd try a different place before going back...

It's quite unfortunate that the staff is trained to so casually and routinely say no when it comes to providing excellent service - because the facility and grounds are beautiful and the hotel has the potential to deliver an amazing vacation experience.
My wife and I stayed at the hotel for a week in mid Dec 2016 with our 2 year old. My wife is Dominican, and speaks spanish, and I brought about $250 in 5's and singles with me to use for tips (despite the hotel being all inclusive) since we know that we like good service and we understand that tipping can encourage excellent service.
The hotel is clean and very beautiful, the beach is amazing (but that's anywhere in Bavaro). Overall the food service staff and the bar tenders were all quite nice and willing to do the basics and go beyond. We found the largest disconnect to be with all of the front desk, and concierge staff. The scheduling process for restaurant reservations was mind boggling, annoying, and just plain out of service most of the time - the staff managing that process was caviler and could care less about the disorganization or finding a solution that was convenient for the guests.
The $550 Expedia promoted resort credit was a sham. We were allowed to check in, and were never advised as to the complicated process and rules involved with actually using the resort credit, or securing the vouchers until we proactively inquired about it days into our trip. Argued with concierge at check out to use vouchers.
