Splendid views of lavender fields and mountainous landscapes await from the lookout tower of this park set on the scenic Patchwork Road.

Visit Hokuseinookatenbo Park (aka Hokusei-no-Oka Observatory Park) for panoramic views of the lush countryside around the town of Biei. The public park and garden sits on Northwest Hill, with views of Daisetsuzan National Park and some of the town’s natural landmarks stretching before it. Admire the flower displays at the park, shop for souvenirs and enjoy a lavender-flavored ice cream.

The park features grassy lawns, around which is a series of pathways and an area of woodland. Lavender and sunflower displays bloom in the summer months and inject vivid colors to the lawns. Spend your time strolling the pathways and enjoying the pretty environment from a paved terrace. A pavilion and tree-shaded picnic benches provide shelter from the summer sunshine.

A pyramid-shaped observation tower stands in the park’s upper western corner. Climb the stairs to the lookout deck for impressive views of patchwork fields, wildflower displays and Daisetsuzan National Park. An information sign shows the direction of notable sights such as the snowy volcanic peaks of Asahidake and Mount Tomuraushi. Arrive in the late afternoon, when the setting sun casts a spectacular light over the fields.

Shops, galleries, and food and drink kiosks line the road that runs along the rear of the park. Fill up on simple fast food style snacks and try a lavender-infused soft ice cream, which is a specialty of the region. Two small galleries exhibit and sell photographs and postcards inspired by the countryside of Biei.

Located on Biei’s Patchwork Road, the park is a 10-minute drive from the town’s railway station. From the station it’s about 25 minutes on foot. Free parking is available and there are public restrooms.

Hokuseinookatenbo Park is a free attraction and open all day, every day, although access is restricted during winter because of heavy snowfall. Within a couple of miles are several other town attractions. These include the Zerubu Hills flower displays and famous trees such as the Ken and Mary Tree, Parent and Child Tree, and Seven Stars Tree.
