It looks weird from the outside but this is generally undertaken intentionally, especially in South America to deter locals and keep the premises safe. "I've got little trouble bringing guest to my room so it is advised to heck with the hotel before if it is permitted. Make sure to request a lower floor because the higher up the less pressure the shower has, I was in the 7th floor and it was dripping from the shower. "
