If you don't have a driver's license issued in U.S. Virgin Islands, then you'll likely need to acquire an International Driving Permit (IDP) in your place of residence to be allowed to rent a car. It's also important to note that if you do need an IDP, it has no validity on its own. You'll need to show your current driver's license your passport and other forms of ID as well.
