Uninformed about additional cost associated with using the AC

I never saw or receive no information saying in that this apartment was two three flights of stairs up with no elevator and the furniture was old and out dated , the AC only available from 8pm to 8am they control the location and the manager was ok , he spoke English which was a plus , but for the money paid I have stayed in better
